Treating Customers Fairly - A Framework for Product Design and Targeting

This report looks at the FSA initiative ‘Treating Customers Fairly’ (TCF) and its impact on product design, targeting and communication. Here we show how a framework can be developed that helps assess and demonstrate the fairness of products for individuals. To illustrate this framework we have used structured and guaranteed products as an example.
To date, the Regulator has been primarily interested in the downside risk associated with these products and how that risk is communicated. We believe that TCF introduces the further concept of ‘value’.
