Developments over the first half of 2010 have demonstrated that the stabilisation and recovery that occurred through 2009 was not as robust as many would have hoped. As the fiscal positions of some Euro-area governments became increasingly untenable sovereign entities came under speculative attack, triggering fears over the potential for a second phase of the financial crisis which began in 2008. However, despite growing concern over the viability of certain governments as creditors, financial markets are still much healthier than at the end of 2008.
